I was wondering if anyone would suggest a piece of software that can "remove" the drm from DVDs so I can use handbrake or some other DVD ripping software.

VLC works with Handbrake to remove the CSS encryption. All you have to do is install VLC, then run Handbrake on your DVD.

Important to note that VLC and Handbrake only work like this on Mac OS and Linux. For Windows, just do a Google-Fu for DVD Decrypter

I found this out and then found DVD Decrypter... I read that it was dead so i was a little afraid to use it.  Didn't want to rely on it and then 2 months later it not work with any DVDs.  I used to use a DRM software that ran as a background process.  It would decrypt on the fly so i could use DVD shrink.  does this sound like a scenario any one else has used?

I use dvdshrink.  It to allows me to run my region 1 DVD on my region 2 DVD player.  I removes the encryption off the disc and the burnt disc is region free.  It is designed for Windows XP but probably will run on Vista and Windows 7.  Personally, I'm not too keen on Vista or Windows 7.

I can confirm that DVD Shrink works perfectly on Vista/7 (even 64bit). If you have a version of Nero installed it's even better because it can then burn your project directly to disc using the Nero framework.
